Florida Supreme Court Takes Disciplinary Action Against 11 Attorneys, Including Local Cases

Between September 18 and October 29, 2025, the Florida Supreme Court took disciplinary actions against 11 attorneys, according to The Florida Bar. The actions included revoking three attorneys’ licenses, suspending seven, and issuing a public reprimand to one. The Florida Bar’s Division of Lawyer Regulation manages the disciplinary process and enforces the Supreme Court’s rules of professional conduct.

Public records of these cases are available on the Florida Bar’s website, which also provides information on filing complaints against attorneys. Court orders are not final until the period for filing a rehearing motion has expired, but such motions do not delay the effective date of the discipline.

Scott Alan Brody of New York received a public reprimand effective October 20, 2025. Brody, admitted in 2018, was reprimanded for sending a demand letter to a Florida business while on inactive status and not disclosing this status on his firm’s materials.

Rugh J. Cline of Tampa received disciplinary revocation without the possibility of readmission after being found guilty of illegal sexual conduct abroad, a federal law violation. E. Cheryl Culberson of Islamorada was suspended for 90 days for not disclosing the sale of estate property in probate proceedings, which affected the property’s title.

Kathryn Wilburn Drey of Mobile, Alabama, received an interim felony suspension after pleading guilty to a federal felony involving a personal financial interest and was sentenced to six months of probation. Michelle Lee Farkas of Gainesville was granted disciplinary revocation after misrepresenting the status of a trust case to a client for over three years and failing to file any case, though she later refunded the retainer.
